A VOIP IVR application can be set up by configuring an IVR software to use a VOIP serivce or a VOIP compatible PBX system. With the exception of Skype, most VOIP service providers use SIP.

How do people call a VOIP IVR?

Most VOIP services provide regular phone number, called DID number (direct inbound dialing). People call the DID number the same way as any other landline or cell phone number. Callers cannot tell any difference between a regular phone number or a VOIP DID number.
